The Office of the Comptroller of the Currency announced a final rule Oct. 21 to implement parts of the GENIUS Act governing payment stablecoins. It sets requirements for permitted issuers and some custody activities under OCC jurisdiction, including reserve backing, redemption and risk management. The rule does not cover every issue in the law: the OCC said anti-money-laundering, Bank Secrecy Act and sanctions provisions will be addressed separately with Treasury. The final rule and statute are scheduled to take effect Jan. 18, 2027; the agency said it will separately announce when it begins accepting issuer applications. The rule is a federal framework for covered entities, not an endorsement or guarantee of any stablecoin’s value.
